David Rush, a former senior CIA official with approximately 17 years of service, was arrested at his Virginia home for stealing and stashing millions of dollars worth of gold bars.
Federal authorities charged him with one count of criminal theft of public money. The case came to light after an FBI search of his residence uncovered approximately 303 gold bars, each weighing about one kilogram, along with roughly $2 million in U.S. currency and more than 30 luxury watches.
The gold’s estimated worth topped $40 million at the time of the discovery.
Court documents describe Rush as a former Senior Executive Service-level employee at a U.S. government agency with top-secret clearance. He worked in the CIA’s Directorate of Science and Technology and served as a liaison to the Pentagon on a sensitive nuclear submarine program.
According to the FBI affidavit, between November 2025 and March 2026, Rush requested and received significant quantities of foreign currency and tens of millions of dollars’ worth of gold bars, citing work-related expenses. A subsequent CIA review could not locate the gold bars or substantial portions of the currency in official storage.
FBI agents found the items during a May 18 search of Rush’s home, the bureau said.
The formal charge against Rush centers on theft of public money through falsified time sheets. He is accused of claiming 744 hours of military leave pay after his honorable discharge from the Navy Reserves in 2015, resulting in approximately $77,000 in unearned compensation.
Court records also detail longstanding discrepancies in Rush’s background claims. He allegedly misrepresented his education and military experience in government job applications over nearly two decades. These included false assertions of graduating from Clemson University (2000) and Rensselaer Polytechnic Institute, serving as a Navy pilot, completing evaluations at the U.S. Naval Test Pilot School, and acting as a thesis adviser at the Air Force Institute of Technology.
Federal investigators found no supporting records for these claims, as Rush enlisted in the Navy in 1997 and served in the Reserves until 2015 as a lieutenant, without pilot qualifications
On June 5, a federal magistrate judge in Alexandria, Virginia, ordered Rush detained pending trial. Prosecutors described him as a “master manipulator” with means, motive, and expertise that could facilitate flight.
According to a report from the Washington Post, Rush allegedly created a fictitious highly classified intelligence program to channel funds, including for personal benefit through a fraudulent contract. Some senior CIA officials involved in oversight were placed on administrative leave following the arrest.
